Letters were mailed last month to chief state school officers asking for delegation chairpersons to be appointed for the 15th National Congress on School Transportation, scheduled for May 16-20, 2010 in Warrensburg, Mo., on the campus of the University of Central Missouri.

The NCST is held every five years and updates the School Transportation National Specifications & Procedures used by states to administer school bus operations.

Pete Baxter, the 2010 NCST general conference chair and state director of school traffic safety at the Indiana Department of Education, asked each state delegation chair to nominate seven delegates and four alternates. Twenty-nine delegation chairs had been appointed so far. In 2005, 47 states were represented at the congress.

Meanwhile, the NCST writing committees were preparing revisions to the 2005 publication of national specs for consideration during the upcoming congress. The special needs writing committee was considering amended language clarifying the use of lap seat belts and language on power lifts to maintain consistency with current revisions to Americans with Disabilities Act Accessibility Guidelines, and the school bus specifications committee was considering 48 changes with three being evaluated by the School Bus Manufacturers Technical Committee.
