After seeing a year and half’s work voted down in Monday’s afternoon session, Committee Chair Sharron VanCampen saw her section on school bus inspections revisited and approved. After the group made its way through the Operations section approval process, Oregon Delegate Chair Steve Huillet approached one of the floor microphones and made a motion to bring the School Bus Inspection section back for approval. Delegates from three states also approached with their support, including Connecticut State Director Sgt. Garfield Green. “This is something we are going to have to deal with soon enough,” said Green. The dissent from Monday was echoed by New Mexico State Director Gil Perea, who warned that the document contained language from the FMCSA and was a resource that should remain a resource. “If we incorporate their language, we only have one resource to go by,” added Perea. Bruce Little, state director of Colorado, also dissented, stating that his school districts would have to downgrade their standards. The motion was passed on a 32-to-15 vote and VanCampen took the stage with her document in hand, changing from an “all or nothing” approval process to an approach that included walking through the packet section by section. She began with a reexamination of her reasons behind the changes, explaining that if a school bus from one state was involved in an accident in another state with more stringent standards, the bus would be covered by the overall standards and not by the tougher state regulations. The process began, and after some rewording here and there, the section passed and the Congress moved on to the next portion of the manual. |
