The program once known as Highway Watch has received the new moniker First Observer, the second name change since being officially re-introduced last fall to the school transportation industry as Eyes on the Road.

HMS Company, based in Washington, D.C., was selected last year by the Transportation Security Administration to take over the more than $15 million program designed to train truck and bus drivers to be alert of suspicious activities in the community and to report them through proper law enforcement channels. The original school transportation training module of Highway Watch was named School Bus Watch.

HMS and TSA unveiled the new "Eyes on the Road" moniker last fall during several conference calls and workshops, including the NAPT and NASDPTS annual conferences in Myrtle Beach, S.C. The company has provided fleet management services to the Washington, D.C. Metropolitan Police Department and emergency call services for the U.S. Army.

The revised First Observer program includes an updated Web site, where visitors can record a toll-free number for reporting "suspicious activities of either a criminal or potential terrorist nature to authorities and access the program’s mission statement, a list of partners, news, videos and an events calendar.

A media day for First Observer was being planned in cooperation with the TSA, added Charles Hall, HMS Company president.
