The attached Highway Accident Report was prepared by the National Transportation Safety Board, a Federal agency with responsibility for promoting highway safety by conducting independent accident investigations and by formulating safety improvement recommendations. As a result of their investigation, the Board recommended that ACYF advise all Head Start grantees and delegate agencies of the circumstances of this accident. We are eager to cooperate and hope this report will serve to draw attention to the important issue of transportation safety.

The Board also recommended that we adopt and emphasize the need for adherence to the policies and guidelines provided by the Pupil Transportation Safety Standards, Highway Safety Program Standard number 17. A copy of these standards is attached, for your information. I urge you to use these standards to assess the adequacy of your transportation system.
