13th National Conference
on School Transportation

The 13th National Conference on School Transportation concluded its work on May 18, 2000. The conference was held at Central Missouri State University, in Warrensburg, Missouri.

Delegates to the conference develop guidelines and policy statements for the pupil transportation industry. The week-long activity brought together nearly 350 appointed delegates representing nearly state in the nation along with some U.S. territories.

The conference is held every five years. The first one occurred in 1939, and with the exception of war years and the decade of the 1970s when the industry worked with the federal government to develop a series of key federal motor vehicle safety standards, the Conference on School Transportation has occured regularly since.

The final report of the conference is expected to be published in the fall of 2000. The recommendations and guidelines it contains will form the basis of new pupil transportation legislation and regulations by state governments nationwide in ensuing years. The conference even "forwards" certain of its recommendations to the federal government, asking it to develop federal policies for pupil transportation safety.

Here, users will find articles and analysis by the editors of School Transportation News about developments at the 13th NCST. These articles are taken from the July 2000 edition of the magazine.

Sponsoring organizations of the National Conference on School Transportation include the National Association of State Directors of Pupil Transportation Services, the National Association for Pupil Transportation, the National School Transportation Association, Central Missouri State University, and the National Safety Council.
