Webmaster note: The federal government has been wrestling with the issue of school bus safety and seat belts on large school buses for three decades. One of the first studies was ordered in the late 1960s in 15 United States Code Sec. 1381. This law authorized the appropriation of $150,000 for a joint study of school bus safety by the U.S. Secretary of Transportation and U.S. Secretary of Health and Human Services. The study was due to Congress by January 31, 1969.

STNPub. L. 90-247, title VI, Sec. 601, 602, Jan. 2, 1968, 81 Stat. 815, 816, authorized a joint study by the Secretary of Health, Education, and Welfare and the Secretary of Transportation to recommend action to promote schoolbus safety, required the Secretary of Health, Education, and Welfare to report the results of this study, together with his recommendations, to Congress not later than Jan. 31, 1969, and authorized to be appropriated $150,000 to carry out this study.
