H.R. 5214 Save Every Child Using Restraints Act of 2005: (Oct. 5, 2005) Sponsored by Congressman Rep. Joe Baca (D-CA), this proposed bill would direct the U.S. Secretary of Transportation to prescribe regulations establishing a safety standard requiring that all school buses with a gross vehicle weight of more than 10,000 pounds be equipped with three-point safety belts on all seats.
